Enhancing Real Property Management with Advanced GFEBS Compliance

Our team partnered with APG's Directorate of Public Works (DPW) to ensure seamless compliance with the Chief Financial Officers Act (CFOA) of 1990 by enhancing the management of Real Property Assets (RPA). This initiative aimed to modernize financial management processes by fully utilizing the General Fund Enterprise Business System (GFEBS), a critical tool designed to meet statutory requirements for accurate, reliable, and comprehensive financial data.​

 

Key Deliverables:
 

  • Comprehensive Review & Completion of Records: Conducted thorough examinations of physical real property files, ensuring inclusion of essential documentation such as DD 1354 forms, current floor plans, high-resolution photographs, disposal records, and other critical data.
     

  • Data Validation & Audit Readiness: Validated all RPA records using OACSIM's 9 Data Elements, ensuring accurate representation of PIS dates, interest type codes, asset configurations, and historic status codes.
     

  • Reconciliation & Updates in GFEBS: Identified discrepancies between physical records and GFEBS entries, drafted necessary memorandums for correction approvals, and updated the system for compliance and operational accuracy.
     

  • System Optimization: Enhanced data alignment to improve downstream systems' reporting capabilities, including energy usage metrics and structural categorizations like SCIFs.

 

Impact:
This project strengthened APG's financial accountability and operational efficiency. By modernizing real property record management and aligning GFEBS data with physical documentation, the initiative not only ensured audit readiness but also empowered better decision-making through accurate and timely financial insights.
